Local Statute Books
A local statute book is a collection of all the statutes made by a group of actors dwelling in a specific location, for instance a municipality. In this Actor Atlas prototype, the collection is partial. Each book provides links to a number of local statutes that matter to the local actors (and fit with the Actor Atlas inclusion criteria).
If a new local statute book page should be added to the atlas, then create a newpage using the button under the list of local statute books.

If a local statute should be added to a book, then navigate to the book and create it in there.
