Linking the goals to the essential elements for delivering them
Below figure indicates relationships between the sustainable development goals and the essential elements (values) for delivering the SDGs as identified in the UN SG Synthesis Report The Road to Dignity by 2030. The figure uses concepts and notations from ArchiMate and was created in the Archi tool.

In a study commissioned by the German Council for Sustainable Development, Stakeholder Forum has examined integration in the proposed Sustainable Development Goals (SDGs) and put forward stakeholder proposals which could be used to improve the balance of the three dimensions of sustainable development within the goals.

Morten Jerven, in More or Better Development Data? Yes, Please... (The World Post, October 8 2014) proposes two ground rules for debating SDGs.
First, for every proposed target: tell us how much it would cost to measure, and show us who is going to pay for it.
Second, for every new target proposed, suggest two other targets that should be deleted.
To get the debate going . my proposition is to use the page-per-target comments facility here (Sustainable Development Goals) to discuss (partial) answers for each target.
You can also post your answer (on twitter or Google+) with a tag such as #SDT031 for target 3.1.
If your answer is country specific, then post it with a tag of the form #sdt031IN (for target 3.1 in India).
