At Forbes, http://www.forbes.com/forbes/2010/0913/curing-unemployment-federal-uncle-sam-scrap-minimum-wage.html, it is argued that the minimum wage is a hurdle for people who want to find work.
Would it be an option to differentiate the minimum wage according to age?
One has to weigh the gaining of experience for teenage workers, which may justify a lower pay for them (moreover in many cases they are not financially independent of their parents yet) with the competition of teenage workers with adults, on the basis of a lower minimal wage.
For more background on such an option, see the March 2010 Report by the Low Pay Commission of the UK.
